Exporting Plants
All plants shipped from Maine must:
- Be healthy and apparently free from insects and diseases
- Have an inspection certificate attached. An inspection certificate is a document issued by the Department of Agriculture stating that the nursery or premises that the plants came from has been inspected and found to be free from pests.
- Must meet the import requirements of the destination state or country. View a summary of plant shipping requirements to other states. Contact Horticulture, 207-287-3891 to determine the import requirements of other countries.
- In some cases plants may need to be accompanied by a phytosanitary (plant health) certificate.
A phytosanitary certificate is a document issued by the Department of Agriculture that verifies that plants in the shipment have been inspected, are free of pests and found to meet any specific conditions required by the destination state or country.

Importing Plants
Plants brought into the state of Maine must:
- Have an inspection certificate, issued by the appropriate regulatory agency of the state of origin, attached to each package
- Plants must be apparently free from plant pests
- The state also maintains several quarantines that restrict the movement and sale of some plants in the state. View a Summary of Maine's Regulations on Importing Plant Material
These quarantines include:
- Hemlock woolly adelgid quarantine (.doc), that restricts the movement hemlock (Tsuga spp.) into the State of Maine. Learn more about Importing Hemlocks.
- White pine blister rust quarantine (.doc), that prohibits the possession and planting of currants and gooseberries (Ribes spp.). View map (.pdf) of area where Ribes spp. are prohibited.
- Pine shoot beetle quarantine (.doc), that restricts the movement of pine (Pinus spp.).
- Invasive aquatic plant law, that prohibits the sale of eleven invasive aquatic plants.
