Utility regulation, and leading the PUC, requires excellent leadership based on Maine’s ten leadership competencies. Chair Welch provided insights on how he uses the leadership competencies in guiding the vision, mission, and daily operations of the PUC and of utility regulation in Maine.
In the last century, it was the Industrial Revolution. An explosion of opportunity. An era characterized by prosperity, efficiency, and incredible innovation. But it was also change with consequence. Cities took over farms and open lands. Stacks belched black smoke. Rivers became open sewers. Even today, despite tremendous progress and stringent requirements to control air and water pollution, we continue to introduce dangerous toxins into our air, water, and soil that the planet cannot sustain. What we need now is a second industrial revolution. We need to figure how to redesign our production processes, to eliminate waste, while simultaneously increasing the wealth necessary to support human systems. It's another explosion of opportunity. To make the adoption of these principles universal will take leadership. This will be the challenge for the next century.
