  1. STATEWIDE JOB SEARCH - The RTW Coordinator will provide the resources and coordination for identifying employment opportunities that are available in other State departments or agencies for return-to-work employees.  The RTW Coordinator will identify potential matches in accordance with the objectives of the Occupational Plan, clear the availability of these potential matches with the department involved, and communicate and coordinate position matches with the Certification Unit of the Bureau of Human Resources.
     
  2. AVAILABILITY OF POSITIONS - Positions will not be available under the Return-to-Work Program in accordance with the following:
  1. The bumping and recall provisions of applicable collective bargaining agreements will take precedent over return-to-work placements.
     
  2. A department/agency that is determined by the Return-to-Work Coordinator to have a potential match position for a return-to-work employee may choose to fill this position through the promotion, demotion, or transfer of an agency employee, rendering the position unavailable.
  1. APPOINTMENT PROCEDURES - Once a position is provided that is consistent with the return-to-work terms of the employee's Occupational Plan, the department/agency in which that position is located will appoint the employee to that position.  The testing and qualification requirements generally required for civil service appointments will not apply to return-to-work appointments.  A memo authorizing the appointment under the Return-to-Work program and a Human Resource Profile (HRP) to hire is forwarded to the Bureau of Human Resources.
     
  2. PROGRAM ASSISTANCE - The Workers' Compensation Division will provide training and guidance in all aspects of the Return-to-Work Program, and will provide departments further detailed instructions, systematic procedures and suggested work forms that can be used to evaluate the work capacity of a return-to-work employee, to develop occupational plans, and to establish regional Return-to-Work Teams.

In addition to this immediate program assistance, all supervisors will be required to participate in Workers' Compensation, Safety and Accident Prevention and the Return-to-Work Program training.
