Nonpoint Source Water Pollution Control Grants ("319")

The primary objective of NPS projects is to prevent or reduce nonpoint source pollutant loadings entering water resources so that beneficial uses of the water resources are maintained or restored. Maine public organizations such as state agencies, soil and water conservation districts, regional planning agencies, watershed districts, municipalities, and nonprofit (501(c)(3)) organizations are eligible to receive NPS grants.  Contact:   Norm Marcotte (207-287-3901). 

Annual NPS RFP

Annually in April DEP issues a "Request for Proposals for NPS Water Pollution Control Projects'. Grants are funded with monies provided to Maine DEP by the U.S. EPA under Section 319 of the Clean Water Act.

Forms

  • DEP Invoice Form. For use by NPS Grant Recipients as invoice "fill in form" template or invoice MS Word document.
  • Progress Report – NPS Grant. Grantees: use this form to submit a semi-annual progress report on NPS 319 Projects (msword version; pdf version).
  • Pollutants Controlled Report Form. A Grantee conducting an NPS Project involving implementation of BMPs at NPS sites submits this form to DEP before 12/31 of each year (pdf version, msword version) to report pollutant load reductions and resources protected for the year.
