The American Recovery and Reinvestment Act provides $29.1 million for investment in wastewater infrastructure and non-point source abatement projects. This money will be administered through the CWSRF.

In December and January the Department notified municipal licensed dischargers and consulting engineers of the potential for economic stimulus funding and requested that facilities submit shovel ready projects that could be considered for possible funding. The Department received more than 200 proposed projects from over 90 entities totaling over $317 million dollars. Since requests for project funding far exceeded available ARRA funding the Department prioritized proposed projects to determine how the money will be distributed.

The Department developed proposed project ranking criteria, reviewed information submitted on the proposed projects, and developed a list of projects the Department proposed to fund under ARRA. In cooperation with the Maine Bond Bank, the Department is proposing to distribute this money to selected projects in funding packages consisting of a mixture of principal forgiveness loans and zero percent interest loans.

On March 13, 2009, the proposed ranking criteria and list of projects proposed for funding were integrated into a draft Intended Use Plan (IUP) as required by ARRA and Environmental Protection Agency (EPA) SRF requirements and posted for public comment until March 23.

The Department received comments from 27 entities. 15 were supportive of the proposal, 4 were partially supportive, 3 were not supportive and 5 offered no opinion. After considering all of the comments, the Department is not proposing any significant changes. A full response to comments document is available at the link below.

The final IUP was submitted to EPA on April 6, 2009. This action completes the Department’s grant application to EPA for SRF and ARRA funds. The Department expects that ARRA funds will be released to Maine very soon.
