A number of questions came up concerning the memo that was sent to providers
by BEAS. I will outline the procedure which must be followed by each
instructor in order for them to comply with this memo. A clean copy is
attached.

Based on discussions with providers and BDS about the impact of the new
training requirements for Certified Residential Medication Aides, the
Department of Human Services will make the following changes to the
requirements. These changes apply only to providers of residential services
for persons with mental retardation who are under contract with

1. Homes serving persons with mental retardation licensed by DHS as "Level
III" would be granted a waiver of the requirements until July 1, 2006.
These homes can continue to use the 24-hour curriculum. Current staff would
complete the "CRMA bridge course," which also fulfills the existing
requirement for 8 hours of continuing education. BDS will verify that any
24-hour course curriculum was previously approved by DHS.

BDS will verify that curricula were previously approved by DHS. Only those
previously approved curriculum may be used.

 2. The number of medication passes for Level III homes using the 24-hour
curriculum will be be three (3) until July 1, 2006. Facilities may use CRMA
to supervise the medication passes, although it is recommended that an R.N.
supervise the medication passes so that the employee can be certified to
work in other settings if, at some point, they take the bridge course and
complete three additional medication passes. The participant's certificate
will allow them to pass medications in Level III BDS settings only.
Instructors will indicate on the student information form the number of
medication passes completed and who supervised the medication passes.

 CRMA Instructors will have to do the following:

1. You must state clearly on the Student Information Form (having attached
the Clinical Pass Sheet) who did the clinicals and how many med passes they
did. It must be very clear to me whether or not it was another CRMA or an
RN. As stated in this memo, if an RN does the 3 med passes (three passes
being three individual person's meds) then the CRMA at some point in time
could take the Bridge Course, and would only have to have 3 additional med
passes from an RN to receive a full CRMA certificate. If the 3 med passes
are done by another CRMA, then that CRMA would have to take the Bridge
Course and fulfill 6 med passes supervised by an RN in the future to receive
a full CRMA certificate.

The CRMA will receive a limited certificate that will only allow them to
pass meds in a Level III BDS licensed home. DHS has no medication training
requirements for Level I and II facilities.

3. Homes licensed by DHS as Level IV homes (see below) will be required to
meet the new training requirements. We believe the higher number of
residents affected supports the need for additional training for CRMA
working in these settings. We would appreciate information on the
anticipated additional cost of implementing this requirement.
