One of the basic operating premises of the Office of Substance Abuse (OSA) is that its work be guided by objective data. OSA gathers data from multiple sources to inform planning and resource allocation decisions.
Surveillance Programs in Brief
The purpose of the CESN is to facilitate the early identification of troubling trends in substance abuse, so that intervention and treatment programs can be implemented with maximum impact. A second goal of the CESN is to follow progress toward the Strategic Prevention Framework State Incentive Grant (SPF SIG) prevention priorities of reducing underage drinking, high-risk drinking among 18-25 year olds, and misuse of prescription drugs among 18-25 year olds. Agencies contributing data to the CESN include OSA, the Maine Center for Disease Control, the Maine Department of Public Safety, the Northern New England Poison Center, and the federal Substance Abuse and Mental Health Services Administration.

The purpose of the MYDAUS is to quantify the use of alcohol, tobacco and other substances among 6th through 12th grade students in Maine, and to identify the risk and protective factors that influence a student’s choice of whether or not to engage in these and related behaviors. These influences are found in the different domains of the student’s social environment: peer group, family, school and community. Starting in 2009, the MYDAUS will be replaced by the Maine Integrated Youth Health Survey (MIYHS) [link hasn’t been created yet] which will cover a wider range of health issues.

The MYDAUS/YTS Guide: Using Your Data to Build Support for Prevention (PDF)
Maine's Prescription Monitoring Program (PMP) is a tool created to detect and prevent prescription drug misuse and diversion. PMP maintains a database of all transactions for controlled substances dispensed in the State of Maine. This database is available online to prescribers and dispensers, and is quickly becoming a standard tool for clinicians to provide better care to their patients throughout the state.

The TDS resulted from federal and state legislative mandates to collect de-identified data on persons in substance abuse treatment programs in Maine. All licensed substance abuse providers, OSA contracted agencies and opiate-replacement clinics are required to report. These data are used to track trends in substance use, to monitor contracted agency utilization and effectiveness, and to assess treatment needs and workforce development.

The Office of Substance Abuse will not be involved in this program after the spring of 2008; the 2008-9 data
will be collected directly by the Maine Department of Education through the
Maine Educational Data Management System, MEDMS.
