Fiscal & Contracting

The Fiscal and Contracting/Grants Team of the Office of Substance Abuse is responsible for the administration and monitoring of approximately 200 contracts with community agencies for substance abuse treatment and prevention services. Most of the annual allocation for contracts is awarded through the Request for Proposal (RFP) process. The team is also responsible for the accountability and management of these State General Funds, Federal Block Grant Funds, Federal Categorical Grant Funds, as well as Funds for Healthy Maine from the tobacco settlement. These funds make up a total annual budget of approximately $28,000,000. The team is comprised of a manager, and three Agreement Administrators that have contracts assigned to them primarily based on the Department's three geographical regions.
