Safe and Drug-Free Schools & Communities Act Program:

Effective July 1, 2010 Congress de-funded Title IV-A (Safe & Drug-Free Schools & Communities Act Program) of the Elementary & Secondary Education Act.

While funded, the purpose of the program was to prevent violence in and around schools and to strengthen programs that prevented the illegal use of alcohol, tobacco and other drugs.

Maine school systems had been receiving Title IV-A funds for 23 years.  For school year 2009-10, the last year of Title IV-A funding, Maine school districts received a total of $1,058,971. 

Maine’s Title IV-A Program was jointly administered by the Department of Education and the Office of Substance Abuse in accordance with a Memorandum of Understanding. Most of the day to day administration of the program was handled by the Office of Substance Abuse.
