The Commission's Review Process for Concept Plans

The major steps of the Commission's review process are as follows:


Public Participation

The Commission has provided many opportunities for public scrutiny of the proposed concept plan during the course of its review. A formal public review and comment period was established as part of the Commission's review process, and the Commission hosted four full days of public hearings, in addition to two weeks of party hearings, to gather oral and written testimony from members of the public, intervenors and interested persons about the proposal. The Commission also provided the public with opportunities to comment on amendments to the proposed concept plan. The record for this proceeding closed on August 11, 2009. Thus, the Commission is no longer accepting public comment on Zoning Petition ZP 707.

The table also includes project updates as well as links to certain application materials submitted by Plum Creek, pre-filed testimony filed by intervenors and interested persons, and state and federal governmental agency comments. Index of the Administrative Record (MS Word document, updated periodically) - In response to requests from the petitioner and interested parties, an index of the staff administrative record for this petition is being made available to the public. Tthe FTP site includes LURC pre-hearing orders and directives, application materials and pre-filed testimony submitted to LURC by Plum Creek, GIS data submitted to LURC by Plum Creek, pre-filed testimony submitted to LURC by intervenors and interested persons, and governmental review agency comments. Documents are uploaded to this FTP site periodically by LURC staff, as time allows.
