Regulations Affecting Coastal Sand Dunes and Legislative Update

How do the Natural Resources Protection Act Coastal Sand Dune Rules affect development on property in the coastal sand dune system? What actions were recently taken in Maine's legislature to change the Sand Dune Rules and other laws and rules affecting coastal property? How do local shoreland zoning and floodplain management ordinances fit in? This session will attempt to answer these questions and more.

An Overview of Chapter 355: the Coastal Sand Dune Rules

  • Dawn Hallowell, Maine Department of Environmental Protection
  • Maine's Coastal Sand Dune Rules are summarized, as well as how they are applied to development projects in the sand dune system. We review the standards for all projects within the dune system and standards applicable to front dune projects.

  • This presentation includes a summary of the Maine minimum shoreland zoning program as it applies to coastal areas. We provide a brief overview of various shoreland zoning standards that most commonly affect coastal development.
