Re:        Year-End Report of Special Purpose Private Schools - (CARES) Joint Rate Setting

                The materials required for rate setting for Special Purpose Private Schools for the 2009-2010

              school year includes:

 

o        JOINT RATE SETTING APPLICATION AND COST ACCOUNT PACKAGE - in Excel

o        WORKSHEET D - CALCULATION OF ACTUAL ATTENDANCE - in Excel

o        INSTRUCTIONS FOR WORKSHEET A – SUMMARY EXPENSE REPORT in RTF

o        NON-REIMBURSABLE EXPENSES

o        CERTIFICATION - in RTF

 

It will be the responsibility of the individual unit to supply the data in a timely manner to meet the timelines below. Cost reports for prior fiscal year, along with the budget for current year, must be received by Special Services no later than August 15, 2009.

 

The DOE will confirm the rate for the current year no later than October 1, 2009.

All private schools are required to notify the DOE of anticipated increases or reductions (5% greater or less) by January 15, 2010.

 

An Administrative Letter of the estimated rate for the following fiscal year will be mailed to all School Administrative Units and all private schools, based on the submitted budget for the current year, no later than February 15, 2010,

 

              Important note for FY 2010:

The Rate Setting Committee made a determination, in order to make rates more consistent among all Special Purpose Private Schools, that any costs for related services will no longer be included in the rate setting formula.  Each program will bill the sending school or, for state agency clients/state wards each program will bill the Maine Department of Education for related services such as physical therapy, occupational therapy, speech therapy, social work services (see directions sheet).

 

 

 

 

 

 

 

The Division of Purchases is requiring that each Special Purpose Private School have a contract with the Maine Department of Education in order to receive payment for state agency clients and/or state wards. Nancy Connolly will be responsible for this new requirement and will work with each school to have a contract in place by October 1, 2009.
