State Performance Plan

The reauthorization of IDEA (signed in December of 2004) required development of 2 State Performance Plans (SPP) which the Maine Department of Education submitted for review and approval on December 2, 2005.  Each February beginning in 2007, Annual Performance Report (APR) have been published to document progress. The documents are included below:

Maine submitted its first Annual Performance Report (APR) to the Office of Special Education Programs on February 1, 2007. New indicators and improvement strategies were included in a revision to the State Performance Plan (SPP).

Maine's original State Performance Plans submitted in December 2, 2005 were approved on March 13, 2006. The original plans are included below:

The Department is required under IDEA to report annually to the public on each of Maine’s Local Education Agency (LEA) performance in meeting targets set by the SPP.  The requirement for public reporting on LEA performance is a critical provision in ensuring accountability and focusing on improved results for children with disabilities. Performance profiles for each LEA have been developed using 2005-2006 data on five accountability indicators: Graduation, Dropout, Suspension/Expulsion, Classroom Placement and Parent Involvement.

 

The Department is also required under IDEA Part C to report annually to the public on each of Maine’s Early Intervention Services (EIS) Program performance in meeting targets set by the State Performance Plan (SPP).  The requirement for public reporting on EIS performance is a critical provision in ensuring accountability and focusing on improved results for children with disabilities.  The Department developed reports on a combination of performance and compliance indicators that will be presented as profiles once of of the data are analyzed. In the interim, the data are organized by SPP indicators for the age groups affected. Part C indicators are applicable to infants and toddlers birth through two years of age. Part B indicators are applicable to children ages three through five. The profiles are available on the website:
