The Maine Democratic Party has filed a complaint with the Commission alleging that State Treasurer Bruce L. Poliquin did not fully disclose the sources of his 2010 income in an annual statement that he filed with the Commission. Mr. Poliquin has responded that he intended to fully comply with the letter and spirit of the reporting requirements and that he had no employment or investment income that created any conflict of interest for him as the Treasurer of the State of Maine. Staff recommendation: the Commission staff recommends finding that the 2010 Statement of Sources of Income filed by Mr. Poliquin did not fully comply with the disclosure requirements of 5 M.R.S.A. § 19. The staff believes no penalty may be assessed under the circumstances.
Rebecca D. Edmondson began lobbying in Maine for the College Board in August 2011. When she attempted to file the monthly report due for the month of December 2011 (during which she conducted no lobbying), she accidentally filed the wrong report. She requests a waiver of the $100 penalty. Staff recommendation: the Commission staff recommends a complete waiver of the penalty because Ms. Edmondson made a bona fide effort to file the report and there was little harm to the public resulting from the late report.
The Commission will receive comments from the public on proposed amendments to the Commission Rules.
