Proposed Changes to Chapter 3 (major substantive rule changes)

The resolve granting legislative authorization for the proposed changes to Chapter 3 of the Commission's rules was enacted by the Legislature and vetoed by the Governor. The Legislature subsequently voted to sustain the Governor's veto. The proposed Chapter 3 rules changes did not go into effect.
