Summary of Grant and Aid Program

As a result of legislation passed during the 121st Maine State Legislature, L.D. 1912 was enacted. This law addressed the use of ATVs. The popularity of ATVs in the state of Maine has increased greatly in recent years. As a result the number of issues pertaining to ATV use have also risen, and consequently, so has the need for more ATV law enforcement. In addition to addressing ATV violations, L.D. 1912 provides for the ATV Enforcement Grant and Aid Program. Grants from the program are intended to maintain, improve, and expand ATV enforcement and training for state, county, and municipal enforcement officers. Grants are available for three different project types: General ATV Enforcement, Multi-Jurisdictional Enforcement, and Training & Equipment. A grant review committee, established for this purpose, will make grants to law enforcement agencies for projects that are consistent with the criteria (please see below for criteria). The funding for this program is provided from gas tax dollars.

Criteria to be met:

  1. Model policy. (A copy of the policy must accompany the application.)
  2. Helmets (must be worn during enforcement).
  3. Safety Requirements (must be met during enforcement).
  4. Training at the Maine Criminal Justice Academy. (Officers that participate in grant-funded enforcement will need to be trained.)
  5. Agency's ability to demonstrate past involvement with ATV enforcement and complaint response. (Please include a brief summary of data and activity with the application.)

Please note:

There will be mandatory reporting on the grant.

For the purposes of this grant, "in kind match" refers to non-existing and new expenses.

February 1, 2009 Application period for the Spring round of ATV Enforcement Grants opens.
March 1, 2009 Application period for Spring round of ATV Enforcement Grants closes.
March 20, 2009 ATV Enforcement Grant Committee meets to review grant requests.
March 27, 2009 ATV Enforcement Grant Applicants to be notified of request results and enforcement period to begin.
July 31, 2009 Spring grant period to close.
August 15, 2009 All Final Reports from Spring round of grants to be in Augusta.

2009 Fall Round of ATV Enforcement Grants
June 1, 2009 Application period for the Fall round of ATV Enforcement Grants opens.
July 1, 2009 Application period for the Fall round of ATV Enforcement Grants closes.
July 24, 2009 ATV Enforcement Grant Committee meets to review grant requests.
July 31, 2009 ATV Enforcement Grant Applicants to notified of request results and enforcement period to begin.
December 1, 2009 Fall grant period closes.
December 15, 2009 All Final Reports from the Fall round of grants to be in Augusta.
