The following are points of interest that were discussed at
the
· The Commissioner stated there is no mechanism in place for people who miss meetings. She requested that notices of ELT meetings go out on Outlook in order to keep track of who will or will not attend. She also requested that people notify their learning group if they cannot attend the ELT meeting.
· Sponsors and Managers will meet on March 3 to charter new VSM projects for Phase III. Michaela Loisel is arranging the venue and will notify everyone shortly.
· A discussion followed on what projects would be accepted for this Phase.
· First pass was:
1. Financial Management
2. BUC support functions ( BUC Admin., UIC and DAH)
3. Employee Audits and Contacts
4. Travel
5. Collaborative Service Model for the Mid-Coast area.
6. Special Pay Programs (Trade)
7. Statistical Data Collection and Analysis.
8. BRS will hold two half-day meetings on March 10 and 11, 2005, to include all their employees, to discuss the budget issues. This will result in a VSM Project.
· After further discussion, keeping in mind that cost savings and managing attrition is paramount, the list was pared to four:
1. Rehabilitation Place Holder
2. Financial Management.
3. Support Functions for BUC.
4. Travel – this will be a model for the whole state system.
· Bill Peabody and John Dorrer will look at Statistics and Analysis for possibly July.
· VSM groups will report to the Bureau/Division Directors when they reach the future state. Another group will be formed to start the implementation.
· There is still a six-week check in with VSM teams to be sure they are on the right track.

· As people are mapping the future they are asked to ensure decisions are being made as close to the customer as possible. This will be standard procedure.
· Of the current 14 VSM groups, eight have identified cost savings. Two teams want to be rechartered.
· Kim will schedule teams to present to the Bureau/Division Directors.
· The Commissioner requested a list of every program administered by DOL.
