Commissioner’s Conference Room
The following are points of
interest that were discussed at the Bend
the Curve portion of the Bureau/Division Director’s meeting on Wednesday, March 16, 2005.
- VSM
Team presentations to the Bureau/Division Directors will start on March
30. Michaela Loisel will schedule
two Teams per week.
- John
Rioux distributed and discussed a paper on BTC Initiative Summary in which
he showed Staff Time Improvement, Step Improvement, Lead Time Improvement
and Value Added Improvement for all the first set of VSMs. His chart showed projected yearly
savings of $1.9M.
- John
will have Adam put his presentation on the Web for all to see.
- Each
VSM Team has their own web page on which to post
progress.
- John
also distributed a paper entitled “What constitutes BTC/VSM” in which he
listed the components of BTC, the BTC Specific Savings Goals, a listing of
all BTC/VSM groups commissioned at China
Lake, new Groups Commissioned
at the St. Paul
Center on March 3, and
Proposed BTC Topics. This paper
will also be on the Web. John will
enhance the Project Description section to give a better analysis of what
is actually going on with each project.
- The
Governor has been invited to visit the next BTC Fair on March 17 at the Augusta
Civic Center.
- Outreach
and Education will not present again at the Fair.
- Adam
stated that the Publications Unit is tracking all publications for
savings. A lot is going on the Webb
and on CDs in place of hard copies.
The Web is the more accurate venue as it is easily updated. The topic will have further discussion
at the next meeting.
- Any
Project that has anything to do with Finance must include the Price
Waterhouse Coopers and the Berry,
Dunn, McNeil, Parker reports.
- BUC is
using two of the new CIPS to facilitate meetings. They are quite enthusiastic and anxious
to use their new skills.
- Kim
will present savings by funding source at the next meeting.
- Arthur
Davis presented and discussed a chart entitled “Summary of Bend the Curve
Action Items: A seamless transition
successful implementation of BTC without the need of consultants.” He will redo the chart using color codes
to correspond with the chart on display in the Commissioner’s Conference
Room. There will be further discussion
at the March 23 and March 30 meetings.
- Discussion
of continuance of BTC will be continued on the March 23 and March 30
Agendas.
- The
amount to carry the project forward through June 30, 2005 is $115K.
- If the
decision is to not go forward, Kim recommends the March 24 and 25 VSM
meetings be cancelled.
- Need
to discuss what other options are available.
- If
decide to go forward with new VSM Projects, the Comprehensive Budget and
Planning Project will need to include the Directors as well as the Budget
Managers.0
