Democratic Leader Rep. Emily Ann Cain

Representative Emily Ann Cain, 31, of Orono was elected to the Maine House of Representatives in 2004 at age 24 and was elected to be the Democratic House Caucus leader for the upcoming 125th Legislature. She is the youngest female legislator to lead the minority party in the Maine House. Rep. Cain served as the House Chair of the Joint Standing Committee on Appropriations and Financial Affairs during the 124th Legislature, leading the charge to balance strong bipartisan budgets during the worst economic crisis in recent history.

In previous legislative sessions, she has served as a member of the Education and Cultural Affairs Committee, the Joint Rules Committee, and as Chair of the 2006 Joint Select Committee on Research, Economic Development, and the Innovation Economy. Rep. Cain also served as Chair of the 2007 Appropriations Subcommittee on School District Reorganization.

Rep. Cain was born in Kentucky and grew up in Illinois and New Jersey before moving to Maine at age 18. She holds a B.M.E. in Vocal Music Education from the University of Maine with highest honors from the Honors College in 2002, and an Ed.M. in Higher Education from Harvard University in 2004. She is currently working part-time towards a Ph.D. in Higher Education with a concentration in public policy from UMaine.

When not in the legislature, Rep. Cain works part-time as Coordinator of Advancement in the Honors College at UMaine, and is frequently seen performing in community music events or singing the National Anthem at UMaine hockey and basketball games.

She currently serves on several boards, including the New England Board of Higher Education, the Maine Commission for the Hard of Hearing, Deaf, and Late Deafened, and the Regional Educational Laboratory for the Northeast and Islands.

She resides in Orono with her husband, the Hon. Daniel B. Williams and their dog, Bartlet the pug.
