Introduction

Starting in 1944, the Maine State Constitution required that "all revenues derived from fees, excises and license taxes relating to registration, operation and use of vehicles on public highways, and to fuels used for propulsion of such vehicles shall be expended solely for cost of...public highways and bridges" (Res. 1943, c. 53). This legislative history includes attempts to amend the constitutional provision governing the dedicated highway fund (Maine Constitution Article IX, §19).
