Harold E. Weeks was born in Fairfield, Maine in 1890. Educated at local schools, Bowdoin College and the University of Maine before practicing his profession as a lawyer, Weeks served as Somerset County Attorney and was President of the Fairfield Savings and Trust Company.
Elected to the Maine House of Representatives in 1921 he was reelected for two more terms. A Maine State Senator from Somerset County for the 1929, 1931, 1933 and 1935 terms, he served as President of that body for the latter two years.
