“FLAGGER CERTIFIER” DUTIES
- As an MaineDOT-approved “Flagger Certifier”, you
accept the responsibility of administering flagger tests to your
employees and ensuring that those flaggers are capable and qualified
to control traffic on MAINEDOT work sites. Please do not consider
these tests as “take home” or give them their corrected
test to take home.
- Before a Flagger Test is given, training must be done for potential
flaggers (in fact, training should be done annually). The degree
of training is up to the individual Flagger Certifier however
a bare minimum would be a couple hours of training. Due to liability
concerns and the overall safety concerns for flaggers working
in the path of traffic, you should provide a level of training
which makes you feel assured that they are flagging in a responsible
manner……. in addition to being able to pass the flagger
test.
- The flagger test will be a written test (or oral, if necessary)
followed by a short demonstration test. Certification is for an
indefinite period, unless performance problems result in revocation.
- A MaineDOT-approved Flagger Certifier cannot “pass on”
his certification to another coworker or trainer. That person
must also take the test through a MaineDOT office.
- All flagger tests administered by Flagger Certifiers must be
modeled after the MaineDOT tests. You can modify the test but
there should be a minimum of 25 questions and a demonstration
of typical positions and signaling techniques. Applicants should
get at least 80% correct. Obviously, you should not allow these
tests to be “take home tests”. You should also keep
records of test results.
- All individuals who pass the flagger test must be issued a certification
card by that employer which states that they have the qualifications
to control traffic on work sites. This card must be signed by
the authorizing “Flagger Certifier” (with your Certifier
number) and carried with them at all times when controlling traffic
at MaineDOT worksites. The MaineDOT is providing a sample certification
card to which you may want to add your logo or other business
information.
- All Flagger Certifiers are authorized to terminate a certified
flagger due to poor or substandard performance.
- MaineDOT may also revoke the certifications of Flagger Certifiers
or Flaggers for unacceptable performance.
