Municipal Equipment Management System


This course, "MUNICIPAL EQUIPMENT MANAGEMENT SYSTEM" (M.E.M.S.), was adapted from the Technology Transfer Center at the University of New Hampshire and presented by the Maine Local Roads Center to meet the growing demand to manage municipal fleet operations. Whether your town or city is large or small, this system is designed to help municipal officials reduce repair costs and improve record-keeping practices for equipment involved in public works, police, fire or school department services.

This program will also help you schedule equipment maintenance activities, manage parts inventories, monitor fuel use and operating costs for each municipal department. By developing a maintenance history for your equipment, a town/city will have better information on if and when certain vehicles should be replaced.

Keep in mind that this is a comprehensive system which you should take full advantage of. However, if you only need to use 25 % of its capabilities because your municipality has only a few pieces of equipment, that's fine. You'll still derive the benefits from having a well-managed equipment program.

The MEMS program will run on the following operating systems: Windows 95 and Windows NT 4.0 (Note: Microsoft Access 97 software is required).  The MEMS program is available on CD, also included is a Workshop Notebook.. The cost for municipalities in Maine is $25.00 and $50.00 for all others, this includes shipping costs.

* To download MEMS to your computer, please download and read the How to Download and Install MEMS to Your Computer document. Please note that this document is in the Adobe PDF Format. If your web browser or screen reader cannot open a PDF document, please contact local.web@maine.gov

*  You will not lose your original MEMS program during the update process. 

* The update only works on MEMS programs distributed during or after the round of workshops run in March of 2002. 

*  The update will run only if the original MEMS program has been initiated.  It is important to "create MEMS" in the original program, first, in order to successfully run the update.  

*   A fully updated version can be obtained from the Maine Local Roads Center, for new MEMS users or those who "just can't get the update to run."  The program sells for $25 for new users.

MEMS Update Synopsis

 Work Orders: 

Work order null value error corrected. This was due to quantities being entered for parts when no part number was entered on the record. 

Added field to enter the type of Preventative Maintenance when entering labor for a PM type service. 

Expanded several fields to allow for more data input. 

 Added RETIRED field to identify retired equipment. 

Reports: 

Modified "Fuel Use By Equipment" to show the total mileage/hours gained over a specified period. 

Modified "Fuel Use By Department" removed mileage/hours totals. 

Changed menu to allow printing of the reports. (the printer icon was restricted from use). 

Fuel Import: 

Modified to update mileage on PM Maintenance properly. 

Added Fuel Import Specification (specification was missing). 

Improved update performance. 

Equipment: 

Added Duration to inspection date to allow for inspections for different periods such as 6 months instead of 1 year. 

ALL: 

Added new code to detect screen resolution and size windows and fields better.
