MeDOT and FHWA Develop E-Business Relationship

The Maine Department of Transportation (MeDOT) is one of 20 states that now participate in electronic data sharing with the Federal Highway Administration (FHWA). The FHWA Fiscal Management Information System(FMIS) allows MeDOT staff to both create and sign financial documents that authorize, change and control the application of federal funds to transportation projects.

Electronic documents are considered signed when an authorized individual enters his or her personal identification number in the appropriate signature field in FMIS. Since the implementation of this ebusiness process, the document turnaround time between MeDOT and FHWA has decreased from 1 - 2 weeks to 1 - 2 days. A pilot project with only two appropriations has proven so successful that MeDOT will soon apply the new process to all of its appropriations

FMIS is presently operated under the Integrated Database Management System and it resides on a mainframe computer. However, FHWA plans to convert the FMIS to an Oracle database in 2001. New data entry forms will also be created as web enabled Oracle forms and a data warehouse will provide reporting capabilities.
