Hosting Location Policy
I. Statement of Policy and Purpose
The default hosting location
for State of Maine (SOM) applications will occur within the wide area network
environment of SOM government unless expressly allowed otherwise by the Chief
Information Officer (CIO).
II. Guidelines and Procedures
A. The Office of
Information Technology (OIT) and agency management may mutually agree, for
business and technical merits, that a remote hosting arrangement be considered
or preferred. A waiver to this policy must be submitted to the CIO at
the earliest phase of the project as possible; Waiver Policy. The waiver policy process will determine the outcome of
the request for remote hosting.
B. The Remote Hosting
Policy establishes
the requirements and responsibilities for hosting Maine State computer applications by
external hosting vendors.
III. Applicability
A. The default
hosting arrangement is applicable where that decision has not already been
determined.
B. This
policy applies to hosting arrangements by:
1.
Executive Branch agencies.
2.
Agencies from other Maine State government branches that provide
technology based solutions are exempt from this policy.
IV. Responsibility
A. Technology
Business Consultants (TBCs) shall be OIT’s representative to agency management
when considering hosting location. The TBCs’ primary role is to be a
communicator and facilitator of agency IT needs. As such, the TBCs work
closely with the Application managers and Core Technology teams as applicable
in order to represent a consolidated OIT position.

Citation: Title 5, Maine Revised Statutes, Chapter 163 §1973, Section 1,
