RE: Contract Information Technology (IT) Services for State Agencies

Dear Reader:

The State of Maine, Office of Information Technology offers an open enrollment screening process to qualify vendors to provide the State of Maine with IT services.  Three types of IT contracts are presented: Category-1, small one-time projects under $10,000; Category-2, projects on a time-and-materials basis; and Category-3, fixed-price agreements. 

Effective June 1, 2010 the State of Maine’s Division of Purchases and Office of Information Technology initiated a new strategic sourcing contract for IT staff augmentation.  This program is active and available for use by all branches of Maine State Government.  To learn more about the program, visit the website http://maine.compaid.com.  To enroll in the vendor network for the IT staff augmentation agreement, contact the State of Maine’s Managed Service Provider (MSP) Computer Aid, Inc. (CAI) at Maine_Help@compaid.com or 1-800-635-5138.  The vendor network is open to all interested vendors, and it has an open and ongoing enrollment period.  The agreement with CAI for IT staff augmentation services will be the vehicle through which all Category-2 assignments are filled.

For Category-1 and Category-3 contracts, the open enrollment for IT vendor pre-qualification remains in place and available.  The Office of Information Technology’s website contains instructions for contract IT service pre-qualification for Category-1 or Category-3 agreements. The instructions are for the purpose of adding new vendors to the State of Maine's list for contracted IT services and modifying the current list. Qualified vendors will be eligible to provide IT services to any state agency in need of these services. The scope of work and location of services required will be defined by the contracting agency.  The hourly cost quotes requested are for informational purposes only. 

Like Category-2, Category-1 and Category-3 have an ongoing enrollment process.  Proposals will be evaluated as received. Once pre-qualification is determined, each respondent will be notified, and if qualified, will be added to the State’s current list. Vendors that are currently on the State's list of pre-qualified vendors do not need to re-apply unless adding new groups of services or updating rates.  On an ongoing basis, the response period for Category-1 and Category-3 pre-qualification will close at 2:00 PM local time the first business day of every month. Faxed and electronically transmitted proposals will not be accepted.
