The insured requested a hearing regarding the nonrenewal of homeowners insurance due to a claim. The company asserted that its underwriting guidelines preclude renewal on a fire damaged dwelling.

Section 3051 does not permit nonrenewal solely because a claim has occurred, section 3054 does not accept “underwriting guidelines” as proof that the reason is in good faith and related to the insurability of the property, and the company also failed to comply with statutory notice requirements.
