Minutes of May 19, 2003 Public Board Meeting

- CALL TO ORDER
The Board was called to order by Ted Chaffee, Chair at 8:45 a.m.
- APPROVAL OF MINUTES
Cynthia Woodard moved to approve the minutes of the April 28, 2003. Scott Hutcherson seconded the motion. The motion passed unanimously.
- MICHELLE COBB CASE
Michelle Cobb will drop one charge for not deciding on her LCPC application if the Board gives her yet one more month so she can apply for LCPC rather than LCPC conditional. The Board consensus was to agree to the additional month.
- LICENSE APPLICATIONS AND RENEWALS
Scott Hutcherson moved and Cheryl Davis seconded, to approve the new licenses as listed. Passed unanimously.
Reid Stevens moved and Cynthia Woodard seconded, to deny the licenses as listed. Passed unanimously.
Polly Moutevelie-Burgess moved and Reid Stevens seconded, to approve the renewals as listed. Passed unanimously.
- COMPLAINT PRESENTATIONS
COU-114: No materials were sent to the Board previously. Judy knows the complainant and nature of complaint and because of pending application, she recommended we proceed today. The complainant is a psychologist and is charging that the applicant is advertising counseling without being licensed or registered. Applicant agrees with charge and claims she didn’t know that she should be licensed or registered. She has actually seen no one in Maine and currently has application for Registration pending Board approval. Reid Stevens moved and Cynthia Woodard seconded to dismiss the complaint with a letter of guidance on this matter referencing specific details including the fact that no counseling actually occurred and the subject of the complaint accepted responsibility. Motion passed unanimously.
- INACTIVE STATUS
Cynthia Woodard moved and Cheryl Davis seconded to grant inactive status to Amy Dennard and Catherine Sabine. Motion passed unanimously.
- CORRESPONDENCE
An application for comity for LCPC was denied in February 2002 and not appealed. The person doesn’t have a 45 hours master’s degree or the allotment of courses. The applicant alleges that she spoke to the former board chair and was told she needed to take courses to supplement the 36 hour masters. There is not an active application to take action on. She states the courses will be supplemented by 7/31/03 or 1/1/04. There is no documentation. The Board has a 7/1/03 deadline and one board member cannot speak for the entire board. The Board agreed to stand by the 7/1/03 deadline for a 45 hour masters degree or a supplemented degree to make 45 hours. The Board cannot act until they have an application.
The Board received correspondence from a licensee whose client revealed sex with a previous therapist (out of state) and the client does not want to pursue a complaint. The consensus of the Board is to advise the licensee to contact the state board where the counselor is licensed and to work with the client therapeutically and it will not be a problem for the licensee with this Board.
- RULES
Polly Moutevelis-Burgess gave an overview of the progress to date of the rules revisions. The members will receive a copy of Chapter 1 and are asked to review the changes prior to the next meeting.
