Minutes of August 25, 2003 Public Board Meeting

Members Present:

  1. CALL TO ORDER

    The Board was called to order by Ted Chaffee, Chair at 9:00 a.m.

  2. APPROVAL OF MINUTES

    Cindy Woodard moved to approve the minutes of the July 28, 2003.   David Bellville seconded the motion.  The motion passed with 4 in favor and 1 abstention (Polly Moutevelis-Burgess).

  3. ADMINISTRATOR’S COMMENTARY

    Penny reported that the Department held the continuing education audit hearing on July 31, 2003 and on August 19, 2003 the final rule was adopted.

    Out of state travel was discussed from last month; further discussion needs to be held regarding how we choose who will go to the conferences.

    Proposed language for acceptance of the change to 45 credit hours for rules making needs to be closely looked at.

  4. APPEAL HEARING

    Joan Duplessis:  David Bellville moved to uphold the denial and Polly Moutevelis-Burgess seconded. Motion passed unanimously.

    Mary Domareki:  Karen St. Clair moved to uphold the denial on grounds 1-5 and grant the appeal on ground number 6.  Cindy Woodard seconded.  Motion passed unanimously.

  5. LICENSE APPLICATIONS AND RENEWALS

    Cindy Woodard moved and David Bellville seconded, to approve the new licenses as listed.  Passed unanimously.

    Karen St. Clair moved and David Bellville seconded, to deny the licenses as listed.  Passed unanimously.

    Cindy Woodard moved and David Bellville seconded, to approve the renewals as listed.  Passed unanimously.

  6. COMPLAINT PRESENTATIONS

    COU-109 and 116:  Karen St. Clair moved and Polly Moutevelis-Burgess seconded to offer a consent agreement to include a reprimand, fine of $500 per violation, and supervision for violations of Board Rules Chapter 8, Section 3(A)(3) and (3)(C)(3).  Motion passed unanimously.

    COU-112:  Karen St. Clair moved and Cindy Woodard seconded to offer a consent agreement for violation of Board Rules Chapter 8, Section 3(A)(1), (B)(3), (A)(3), and (C)(2) including a reprimand, permanent surrender of license, and fine of $1500 per violation.  Motion passed unanimously.

    COU-115: Polly Moutevelis-Burgess moved and Cindy Woodard seconded to dismiss the complaint.  Motion passed unanimously.

    COU-117:  Cindy Woodard moved and David Bellville seconded to dismiss the complaint.  Motion passed unanimously.

    COU-119:  Postponed until a later meeting.

  7. SUPERVISOR APPROVALS

    Karen St. Clair moved and Polly Moutevelis-Burgess seconded to approve Michelle Mannion’s request for approval of supervisor Cheryl Davis.

    Karen St. Clair moved and Polly Moutevelis-Burgess seconded to approve Wendy Tracy’s request for approval of supervisor Judith Day.

    Karen St. Clair moved and Polly Moutevelis-Burgess seconded to approve Winola Barter’s request for approval of supervisor Owen Buck.

  8. MISCELLANEOUS

    Judy reported that Jean Litchfield sent in a letter from Jeri Stevens stating that Jeri will offer consultation.  Cindy Woodard moved and Ted Chaffee seconded to approve Jeri Stevens as the consultant.  Motion passed unanimously.

    Cindy Woodard moved and David Bellville seconded to deny Michael Hellstrom’s renewal application based on it was submitted after the 90 days from expiration and he is in non compliance with a consent agreement with the Board.  Motion passed unanimously.

    Polly Moutevelis-Burgess moved and Cindy Woodard seconded to send a representative to the January AASCB conference and one to the Pastoral conference.  Motion passed unanimously.

  9. ADJOURN

     -The meeting adjourned at 4:45 p.m.
