Minutes of January 26, 2004 Public Board Meeting

The Board was called to order by Theodore Chaffee, Chair at 9:15 a.m.
- APPROVAL OF MINUTES
Scott Hutcherson moved to approve the minutes of the November 17, 2003 with corrections. Reid Stevens seconded the motion. The motion passed unanimously.
- ADMINISTRATOR’S COMMENTARY
Discussion regarding the renewal forms. The board requested a breakdown of the CEU requirements to be included on the renewal form. The renewal notice does have the web site link for the rules for CEUs and will be updated to include a breakdown of hours. This change will be made to the May renewals.
Discussion regarding LD 1757 and preparation of documents for the work session before the Business, Research and Economic Development Committee’s scheduled for January 30th.
Update on the OLR Fee Proposed Rule hearing that was held on January 22nd. Final adoption of the rule is anticipated for March. However, April renewals have already been sent and the new fees are anticipated to be collected in May, 2004.
An expense analysis presentation will be scheduled for the next board meeting.
- APPEAL HEARING
Patricia Rothermel: Cheryl Davis moved to uphold the denial on points 1, 2, 3, 4, 5, 6, 8, and 9 and to grant the appeal on point 7. Reid Stevens seconded. Motion passed unanimously.
- LICENSE APPLICATIONS AND RENEWALS
Polly Moutevelis-Burgess moved and David Bellville seconded, to approve the new licenses as listed. Passed unanimously.

Polly Moutevelis-Burgess moved and Karen St. Clair seconded, to approve the renewals as listed. Passed unanimously.
- COMPLAINT PRESENTATIONS
Cynthia Woodard moved and David Bellville seconded to approve supervisors for Counselor Libby. Passed unanimously.
Discussion took place regarding questions on the supervision requirement for Patricia Morini. This needs to be a report rather than just attendance. Supervisor needs to have 10 years experience, to be approved in advance, have letter of intent, have a resume, etc. The counselor must have 12-15 sessions with an ethics specialist. Jeri Stevens is proposed to be the ethics specialist. This can take place before she is working and is acceptable. The supervisor cannot be current employer nor someone she knows from previous relationship. All three supervision sessions need to be held with three different supervisors. Judy will draft the letter and send it to Cheryl and Ted for review. Polly Moutevelis-Burgess moved and Cynthia Woodard seconded to send a copy of the decision and order to the Alcohol and Drug board with which Ms. Morini also holds a license.
- SUPERVISOR APPROVALS
David Bellville moved and Reid Stevens seconded to approve new supervisors as presented.
- INACTIVE STATUS
David Bellville moved and Reid Stevens seconded to approve inactive status for Larry Smith, Elinor Donovan, and Amy Dennard.
- MISCELLANEOUS
Polly Moutevelis-Burgess reported on her recent attendance to the annual AASCB conference.
- ADJOURN
-The meeting adjourned at 4:30 p.m.
