Minutes of February 23, 2004 Public Board Meeting

- CALL TO ORDER
The Board was called to order by Theodore Chaffee, Chair at 10:35 a.m.
- APPROVAL OF MINUTES
Cindy Woodard moved to approve the minutes of the January 26, 2004 with corrections. Polly Moutevelis-Burgess seconded the motion. The motion passed unanimously.
- ADMINISTRATOR’S COMMENTARY
The Rules committee will plan a meeting with Penny in March.
Penny gave an update on LD 1757.
The Board needs to include that exam scores have not been received in denial letters for applicants who are applying for licensure who have not yet taken the exam.
- LICENSE APPLICATIONS AND RENEWALS
Cindy Woodard moved and Pollly Moutevelis-Burgess seconded, to approve the new licenses as listed. Passed unanimously.
Reid Stevens moved and Scott Hutcherson seconded, to deny the licenses as listed. Passed unanimously.
Cindy Woodard moved and Polly Moutevelis-Burgess seconded, to approve the renewals as listed. Passed unanimously.
- COMPLAINT PRESENTATIONS
COU-122: The complaint is regarding a breach in confidentiality to a client regarding a former client. The complaint committee recommends a consent agreement with an admission and a reprimand. Polly Moutevelis-Burgess moved that the Board offer a consent agreement based on the complaint committee’s recommendation and Cindy Woodard seconded. Motion passed with 6 in favor and 1 recusal (Cheryl Davis).
COU-112: Male client accused counselor of having sexual relations with him. The Board offered a consent agreement with the counselor. The board received a counter offer that was not accepted by the complaint committee. The Board received a second letter from the licensee’s attorney asking for a review of the client’s disposition, which did not change the opinion of the complaint committee. The complaint committee now brings forth the counter offer to the board with a recommendation to reaffirm the original offer. Scott Hutcherson moved and Polly Moutevelis-Burgess seconded to reaffirm the original offer. Motion passed with 6 in favor and 1 recusal (Cheryl Davis).
- SUPERVISOR APPROVALS
Reid and David moved and seconded to approve Barbara Piotti as Michele Mannion’s supervisor.
Moved and seconded to approve Brian Selby as Alwyn Brittain’s supervisor.
- MISCELLANEOUS
The Patricia Morini case did go before the Alcohol and Drug Board and they agreed not to file their own complaint if she agreed to undergo the same suspension of her LADC license for the same period of time. The Board has received information that she may still be working while her license is under suspension. David Belleville moved and Scott Hutcherson seconded to send a letter of inquiry to the licensee, her supervisor and her employer regarding evidence of clinical practice during the period of suspension. Motion passed unanimously. Cheryl and Ted will draft the letter and Judy will review the draft.
