Minutes of July 26, 2004 Public Board Meeting

Members Present:

  1. CALL TO ORDER

    The Board was called to order by Theodore Chaffee, Chair at 9:00 a.m.

  2. APPROVAL OF MINUTES

    In a motion by Cynthia Woodard, seconded by Scott Hutcherson, the minutes of June 28, 2004 meeting, were unanimously approved as amended.

  3. APPEAL HEARING

    Troy Franklin:  Scott Hutcherson moved and Cynthia Woodard seconded to grant the appeal of the board’s earlier denial of licensure as an LCPC-Conditional.  Motion passed unanimously Mr. Franklin will now be scheduled to sit for the October exam.

  4. ADMINISTRATOR'S COMMENTARY

    Penny Vaillancourt reported that applications for licensure and the board’s website have been updated to reflect recent statutory changes as a result of PL 2003, Chapter 542.  Ms. Vaillancourt also provided the board financial update, including an explanation of expenses.  Also, Jeff Frankel, OLR Staff Attorney, has completed the draft rules that will be presented to the full board for review and comment.

  5. MISCELLANEOUS

    Inactive Status requests:
    Sharon Rank-Greenlaw – approved pending receipt of renewal application
    Deborah Midgette – approved pending receipt of renewal application
    Scott Hutcherson moved and David Bellville seconded to approve the inactive status. Motion passed unanimously.  Letters to both licensees will be sent to request renewal application forms.

    Request for Supervisor approval:
    Hope S. Hanron – approved
    Diane Geyer – approved
    Christanna Libby - approved
    Scott Hutcherson moved and David Bellville seconded to approve the three requests for supervision. Motion passed unanimously.

    Martha Cordioli – denied – request lacks supervision goals, objectives, scope & content
    Scott Hutcherson moved and David Bellville seconded to deny the request for supervision. Motion passed unanimously.

    Application Review:

    David Bellville moved and Cheryl Davis seconded to accept applications as approved.  Motion passed unanimously.

    David Bellville moved and Cheryl Davis seconded to deny applications as reviewed.  Motion passed unanimously.

    David Bellville moved and Cheryl Davis seconded to table Jean Litchfield’s renewal application until board review final quarterly report in COU-083.  Motion passed unanimously.

  6. COMPLAINT UPDATES

    Cheryl Davis and Judy Peters presented information on the following Complaints:

    Complaint #COU 096 and COU 099 – In a motion by Cynthia Woodard, seconded by David Bellville, the board unanimously voted for Judy Peters to draft a response to Ms. Mitchell regarding the therapeutic relationship.

    Complaint #COU-109 and COU-116 – In a motion by Scott Hutcherson, seconded by Cynthia Woodard, the board unanimously voted to deny the supervisor submitted for purposes of complying with the Consent Agreement.  A letter from the Complaint Office will be mailed to the licensee informing her that the supervisor was denied and that another supervisor must be submitted within 60 days from receipt of letter.

    Cathy Neumann presented the following:

    Decision and Order on Remand from Superior Court – Michelle Cobb, LPC –

    In a motion by Cynthia Woodard, seconded by Scott Hutcherson, the board voted unanimously to amend and accept the decision and order.

  7. ADJOURN

     --The meeting adjourned at 1:50 p.m.
