Minutes of June 3, 2005 Public Board Meeting

  1. CALL TO ORDER

    Cecilia Ohmart, Chair, called the meeting to order at 9:00 a.m.

  2. APPROVAL OF MINUTES

    In a motion by Robert Bender, seconded by Marianne Stevens, the Board voted unanimously to approve the minutes from the June 18, 2004 meeting as written.

  3. APPROVAL OF APPLICATIONS

    In a motion by Robert Bender, seconded by Marianne Stevens, the Board voted unanimously to approve the following licenses issued since the June 18, 2004 meeting:

    Denise M. Caiazzo – Temporary Dietetic Technician
    Corinne A. Carrier – Dietitian
    Nicole Cote-Burk – Temporary Dietitian
    Francis R. Daily – Dietetic Technician

  4. APPROVAL OF NEW APPLICATIONS

    In a motion by Marianne Stevens, seconded by Robert Bender, the Board voted unanimously to approve the application of Sarah J. Caton as a Temporary Dietetic Technician.

  5. DISCUSSION REGARDING CONTINUING EDUCATION

    There was a discussion regarding the requirements for continuing education in the area of Category I.  This category requires a licensee to attend a program which is at least four hours in length and with at least fifteen people present.  The board feels that this requirement can be a hardship on some individuals especially those who live in rural areas of the state where such programs are not readily available.  The Board would like to make a change in its rules whereas other types of educational courses could serve as Category I credit.      

    In a motion by Robert Bender, seconded by Marianne Stevens, the Board voted unanimously that Penny Vaillancourt and the Chair get together with Director Anne Head to seek approval to go to rulemaking to revise its continuing education requirements.

  6. DISCUSSION REGARDING THE AMERICAN DIETETIC ASSOCIATION’S PROPOSED PHASING OUT OF DIETETIC TECHNICIANS

    The Board discussed the Dietetics Education Task Force Report and Recommendations whereas the American Dietetic Association (ADA) has a proposal to eventually phase-out the dietetic technician credential and accreditation of the dietetic technician education programs and also the ADA’s proposal to require a graduate degree for eligibility for the Commission on Dietetic Registration (CDR) registration examination for registered dietitians and professional entry into dietetics practice.  The Board’s discussion centered on how this would affect Maine’s laws and rules if  the ADA succeeded in making these changes and also how this would affect Maine or any other rural state if this took place.          

    The Board plans to monitor these proposals and it will ask the Maine Dietetic Association to keep it informed on the progress.

    ELECTION OF OFFICERS

    In a motion by Robert Bender, second by Marianne Stevens, the board voted unanimously to re-elect Cecilia Ohmart as Chair and to elect Marianne Stevens as the Complaint Officer.

  7. ADMINISTRATOR’S REPORT – PENNY VAILLANCOURT

    Ms. Vaillancourt provided the Board with the following report:

    • Financial update and a summary of the number of active licensees
    • The department’s new commissioner is Christine Bruenn
    • Update on LD 685, “An Act to Waive Continuing Education Requirements and To Provide an Automatic Extension of a License, Certificate or Registration for Mobilized Military Members”
    • The second piece of the Board’s rulemaking will be to add an inactive status

  8. ADJOURNMENT

    There being no further business, in a motion by Robert Bender, seconded by Marianne Stevens, the meeting was adjourned at 10:30 a.m.
