STATE BOARD OF FUNERAL SERVICE

 

Minutes of July 10, 2003 Board Meeting

 

Members Present:                  Robert Barnes, Chair; John Dunn, Jennifer Minkowitz, Bethel Shields, Ernest Marriner and Normand Lambert

 

Others Present:                       Penny Vaillancourt, Administrator; Jeri Betts, Administrator; Matthew Cyr, Board Inspector/Complaint Officer and Diane Bradstreet, Board Clerk

 

Members Absent:                   Hervey Clay and Paul Fredette

 

CALL TO ORDER

 

Robert Barnes, Chair, called the meeting to order at 9:00 a.m.

 

APPROVAL OF MINUTES

 

In a motion by Ernest Marriner, seconded by Bethel Shields, the minutes from the June 12, 2003 meeting were unanimously approved as written.

 

DISCUSSION REGARDING THE COMPLAINT OFFICER’S POSITION

 

Discussed was the election of a Complaint Officer for the Board and the types of duties and responsibilities associated with this position.  Jeri Betts presented an overview of this position and answered many of the Board’s questions regarding this. 

 

In a motion by Ernest Marriner, seconded by John Dunn, the Board voted unanimously to elect a Complaint Officer at the August meeting.

 

DISCUSSION REGARDING INSPECTION REPORTS

 

Discussed were the Board’s concerns regarding not being able to review specific details of an inspection report.  Administrator Penny Vaillancourt explained that should a home fail its inspection and not correct its deficiencies, knowing specific details regarding that inspection could bias a member’s decision should a complaint need to be filed against that home.

 

Ms. Vaillancourt presented a report on the inspections performed in June by Inspector Matthew Cyr.  She also asked the Board to review the inspection report form before the next meeting to see if any changes will need to be made to this form.

 

DISCUSSION REGARDING L. D. 109

 

NATIONAL CONFERENCE EXAMINATION STATUS

 

Ms. Vaillancourt reported that she anticipates receiving the examination which is being written by the International Conference of Funeral Service Examining Boards prior to the August meeting.  Once this examination is received, it will require the Board’s approval prior to the Board utilizating the examination.

 

CONTINUING EDUCATIONAL APPROVAL

 

In a motion by Bethel Shields, seconded by John Dunn, the Board voted unanimously to approve the attached list of continuing education approvals as reviewed by the Continuing Education Committee on July 10, 2003. 

 

RELICENSURE OF FUNERAL PRACTITIONER

 

In a motion by Normand Lambert, seconded by Ernest Marriner, the Board voted unanimously to re-license Adam Rice as a Funeral Practitoner.

 

ADJOURN

 

There being no further business, in a motion by Normand Lambert, seconded by Bethel Shields, the meeting was adjourned at 11:00 a.m.
