Minutes of March 14, 2006 Public Board Meeting

  1. CALL TO ORDER
    Robert Barnes, Chair, called the meeting to order at 9:00 a.m.

  2. OLD BUSINESS

    1. APPROVAL OF MINUTES

      In a motion by Normand Lambert, seconded by Bethel Shields, the minutes from the February 14, 2006 meeting were unanimously approved as written.

  3. NEW BUSINESS

    1. REVIEW OF APPLICATIONS

      Leonard Perkins – In a motion by Ernest Marriner, seconded by Bethel Shields, the board voted to table Mr. Perkins’ application requesting licensure as a funeral practitioner.  All in favor with Robert Barnes recused.

      David Floryan – In a motion by Normand Lambert, seconded by Bethel Shields, the board voted to table Mr. Floryan’s application requesting licensure as a funeral practitioner by endorsement pending receipt of additional information.  All in favor with Robert Barnes recused.

    2. APPROVAL OF FEBRUARY CONTINUING EDUCATION PROGRAMS

      In a motion by Normand Lambert, seconded by Ernest Marriner, the Board voted unanimously to approve the list of continuing education programs as reviewed by the Continuing Education Committee at the February 14, 2006 meeting.

  4. OTHER BUSINESS

    1. CHAIR’S REPORT – ROBERT BARNES

      Mr. Barnes informed the board that he attended the February strategic planning meeting of the International Conference of Funeral Service Examining Boards in Rogers, Arkansas.  In April he plans to attend their 102nd Annual Convention in Louisville, Kentucky.

    2. ADMINISTRATOR’S REPORT – PENNY VAILLANCOURT

      Ms. Vaillancourt discussed the letter written to the International Conference of Funeral Service Examining Boards requesting guidance on how it would treat Maine applicants registering for the national examination if the applicant had successfully completed at least fifty (50) credit hours of study at a college of mortuary science accredited by the American Board of Funeral Service Education, plus college semester credit hours in the following courses: English, physical science, economics, sociology, public speaking, and contemporary religion or philosophy.

      According to the Conference, it would be impossible for anyone to sit for the national board examination unless they are within 45 days of graduation from a program of mortuary science which is accredited by the American Board of Funeral Service Education (ABFSE) or have completed said program.  Currently the ABFSE only accredits programs that offer an associate’s degree.

      Currently the board has an individual interested in applying for licensure as a funeral practitioner; however, this individual does not meet the Conference’s qualifications to sit for the national examination and has requested the board’s guidance in fulfilling this requirement.  Ms. Vaillancourt will be doing further research regarding this matter.

    There being no further business the meeting was adjourned at 10:00 a.m.
