PURPOSE: Establishes the By-laws and operating guidelines for the Northern Maine Transmission Corporation.
ANTICIPATED SCHEDULE: Approval for Rulemaking: December 2004; Public Hearing: January 2005; Adopting Date: February 2005.
CONSENSUS-BASED RULE DEVELOPMENT: The Corporation does not intend to employ consensus-based rule development.
