RULE TITLE OR SUBJECT: Amendments to Chapter 550, Calculation of Premium for Interstate Workers' Compensation Insurance Risks and Rate Filing Requirements

CONCISE SUMMARY: Certain employers seek to maintain unfair competitive advantage by paying, for workers' compensation insurance at out-of-state premium rates for activities conducted in Maine and subject to Maine workers' compensation law. Insurers share in the responsibility to protect the integrity of the workers' compensation system from such abuses, and are under a continuing duty to exercise due diligence in auditing their clients.
RULE TITLE OR SUBJECT: Amendments to Chapter 150, Maine Automobile Liability Policy Endorsement
PROPOSED RULE NUMBER: 97-P180
CONCISE SUMMARY: To set standards for the conditions under which insurers authorized to write commercial automobile insurance must also provide Drive Other Car Coverage for vehicles used as personal transportation.
THESE RULES WILL NOT HAVE A FISCAL IMPACT ON MUNICIPALITIES.

CHAPTER NUMBER AND TITLE: Chapter 115, Parts I, Certification of Educational Personnel: Standards and Procedures and Chapter 115, Part II, Certification Endorsements and Certificates

CONCISE SUMMARY. Chapter 115, Part I, Section 9.2-A, Equivalent training, and Sections 14.2, 14.3, and 14.9 have been amended. Chapter 115, Part I, Section 11.8 allows waivers for specific certification course requirements.
Chapter 115, Part II, includes a new Teacher of Students with Disabilities K-3 endorsement, conditional certificates for all administrators, and amendments to health, physical education, driver education and speech and hearing clinician.

CONCISE SUMMARY: Septage is the mixture of solid and liquid waste material pumped from residential septic tanks. This rule establishes requirements and licensing procedures for siting and operating a site for septage land application, septage storage, and municipal septage management compliance. This rule replaces the existing Chapter 420, which became effective March 30, 1986, with a new Chapter 420.
