JOB DESCRIPTION:

Senior Staff Accountants perform professional services work involving the application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines in designing, implementing, and evaluating agency-specific accounting systems or large-scale accounting subsystems.  Employees apply advanced accounting skills to ensure the proper functioning and accountability of fiscal operations; and consult with agency program managers and internal/external accounting staff to identify business needs, compliance, and reporting requirements. Employees rarely require technical advice and there is minimal supervisory review of recurring work assignments.  Supervision may be exercised over professional and/or paraprofessional accounting personnel as well as office support staff.  The work of Senior Staff Accountants is characterized by the responsibility for managing accounting systems subject to frequent changes in requirements and the authority to modify these systems.

MINIMUM REQUIREMENTS:

In order to qualify, you must have certification as a CPA, CIA, or CGFM -OR- A Masters Degree in Business Administration -OR- a Bachelors Degree in Accounting (or any Bachelors Degree which includes 18 semester hours of Accounting coursework) and 3 years of professional accounting experience -OR- an Associates Degree in Accounting and 5 years of practical, progressively responsible accounting experience (3 years of which must be at the professional level) -OR- 8 years of practical, progressively responsible accounting experience (4 years of which must be at the professional level).  Accounting coursework must include successful completion of Principles of Accounting I & II, Intermediate Accounting I & II, plus two other accounting-related courses.  Experience must demonstrate comprehension and application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines and must demonstrate the ability to (1) analyze and reconcile financial data and records for the purpose of business financial planning; (2) design, recommend, and implement modifications of accounting methods, procedures, forms, and records; (3) prepare financial statements and reports such as balance sheets and other operating statements; (4) analyze and interpret laws, regulations, codes and ordinances to ensure appropriateness of financial transactions and accounting structure; and (5) analyze complex accounts and accounting relationships that result in complex accounting entries.

TYPICAL DUTIES in this job classification include:

Develops and initiates business and internal accounting controls.
Designs and enhances agency-specific accounting systems and complex subsystems.
Interprets and applies accounting theory and principles, and adapts procedures and reporting.
Reconciles complex accounts, formulates corrections, and makes adjusting entries; formulates and recommends system and process changes.
Prepares required financial statements and related notes and disclosures.
Analyzes and interprets complex fiscal and statistical information.
Consults with agency program managers and internal/external financial staff.

TESTING PROCEDURE:

A numerical score will be assigned based on the information you provide in your application and Supplemental Qualifications Form as compared to criteria developed by experts who are familiar with this job and its requirements.

Part I: Minimum Qualifications

In order to compete for a Senior Staff Accountant job, you must meet the qualifications stated in the Minimum Requirements section of the Career Opportunity Bulletin. If you feel that you qualify on the basis of education, you may skip the remainder of Part I and proceed directly to Part II.  If you feel that you qualify on the basis of work experience, you must describe those aspects of your work experience which demonstrates that you have 8 years of practical, progressively responsible accounting experience (4 years of which must be at the professional level).

Part II: Performance Areas

Performance Area #1:

A.  What education and experience do you have which demonstrates that you possess knowledge of GAAP theories, principles, and practrices?

Please attach a photocopy of your college transcripts to this form, highlighting all accounting (or closely related) courses you have successfully completed. If you do not have a copy of your transcripts, you may provide a list of completed coursework on a separate piece of paper and attach it to this form. You will receive conditional credit for this coursework (pending receipt of proof in the form of transcripts).

B.  Please list any related professional certifications (CPA, CGFM, CMA, CIA, etc.) you have attained. If you are in the process of attaining professional certification, please summarize the components you have completed to date.

Performance Area #2:

Briefly summarize your experience in managing accounting functions or operations. Your answer should be illustrative of the breadth, magnitude, and complexity of the accounting functions you have managed and the kinds of decisions that you, as the manager of these accounting functions, were empowered to make on a regular basis.

Performance Area #3:

In addition to managing specific accounts and accounting functions, Senior Staff Accountants assist senior agency managers and program managers by analyzing financial data and identifying significant issues and trends affecting the financial status of programs. Please provide specific examples of your work in the following areas which demonstrate your skill in analyzing and interpreting financial information and in communicating this information with appropriate recommendations to decision-makers:

A. Rate setting, chargeback plans, product/service pricing;

B. Revenue and expenditure forecasting;

C. Financial statements and management reporting;

D. Budgetary development and monitoring;

E.  Ability to recognize/communicate financial trends to managers.

Performance Area #4:

Senior Staff Accountants are required to be knowledgeable of accounting systems and business requirements so that they may adapt these systems to keep pace with changes in business needs and governing rules, regulations, and reporting requirements.
