Certified Community Behavioral Health Clinics (CCBHC) Demonstration Comment Summary with Department Response

A summary of all comments is available on the MaineCare Rate System Reform webpage. The comment summary includes the Department’s responses, with an explanation of whether and how feedback was incorporated into the final draft rates. MaineCare reviewed and took into consideration all public input received. We thank all those who contributed.

The planned implementation of the CCBHC Demonstration is March 1, 2025, and details can be found on the Department’s CCBHC webpage.

Background

  • In June of 2023, the Office of MaineCare Services initiated a rate determination for CCBHCs.
  • MaineCare, in conjunction with vendor Mercer, kicked this work off publicly in September of 2023.
  • In October of 2023, training was provided to interested parties on the Prospective Payment System Cost Reports, for submission through the deadline of December 15, 2023.
  • MaineCare accepted readiness assessments from providers interested in participating in the Substance Abuse and Mental Health Services Administration (SAMHSA) CCBHC Demonstration Program through January 19, 2024.
  • Prospective CCBHC providers submitted certification documentation for participation in the program through September 6, 2024.
  • In November of 2024, MaineCare hosted a public forum to present the draft rates and methodologies to interested parties and allowed for public and written comments. Written comments were accepted through November 20, 2024.
