Primary Care Plus (PCPlus) Update on Quality Measures and Performance-Based Adjustments

PCPlus providers will receive their first quality performance reports in April 2023. These reports aggregate performance at the practice level for available measures. Providers will receive these initial reports via email through the contact listed in their PCPlus application. Due to the one quarter delay in delivering this first round of performance reports, MaineCare is delaying the application of the true, practice-specific Performance-Based Adjustment (PBA) to PCPlus practices’ monthly population-based payment until October 1, 2023. Until then, practices will continue to receive the generic placeholder PBA they’ve been receiving since July 2022.     

OMS will use MaineCare Peer Groups, which group primary care practices with similar characteristics for the purpose of scoring the PBA, beginning October 2023. OMS will reassess these Peer Groups annually to incorporate the most recent data available on participating PCPlus practices. OMS will post preliminary MaineCare Peer Groups on the PCPlus website in April. More information about PBA can be found in MaineCare Benefits Manual, Chapter VI, Section 3.08-2. For questions about PCPlus, email  PCP-Network-Services.DHHS@maine.gov.
