Section 107 Psychiatric Residential Treatment Facilities (PRTF) Rate Determination - Public Comment Summary with Department Responses and Final Draft Rates

The final draft rate model and a summary of all comments resulting from both June 2023 and January 2025 forums are available on the Rate System Reform webpage. The comment summary includes the Department’s written responses, with an explanation of whether and how feedback was incorporated into the final draft rates. We reviewed and took into consideration all public input received and appreciate those who contributed.

Background

• In October of 2022, OMS initiated a rate determination for Section 107 consistent with the Department’s rate reform principles for aligning reimbursement for comparable services across sections of the MaineCare Benefits Manual.
• The Department hosted a public forum on June 15, 2023, to present the draft rate models along with rationale. Interested parties provided comments and written comments were accepted through July 7, 2023. 
• An additional public forum was held on January 9, 2025, to present revisions to the previously proposed draft rates and models. Interested parties provided comments and written comments were accepted through January 24, 2025.

The Department will implement the final draft rates when the PRTF changes are adopted through the rulemaking process.
