Prior to serving in the Legislature, he worked for 30 years in corporate finance.

At the local level, Bell has served on Yarmouth's School Board, Comprehensive Plan Implementation Committee, the Yarmouth History Society Board and the Bike and Pedestrian Committee. Bell is also a founding member of the Royal River Alliance, working to restore the Royal River watershed.

Bell has lived on Cousins Island for the past 26 years. He is a graduate of Colby College and earned an MBA from the Wharton School at the University of Pennsylvania. He and his wife, Robin Hodgskin, raised three kids who proudly graduated from Yarmouth High School.
