Webber, Alternate Chairman The Alternate Chairman advised the parties that the Executive Director, acting pursuant to the statute and the authority thereby vested in him, had reviewed the prohibited practice complaint filed in this case and determined that it fails to allege facts on which relief can be granted. In so finding that the facts as stated do not, as a matter of law, constitute a violation, this prohibited practice complaint must be and hereby is DISMISSED. So Ordered.
