As a Public Service Manager II (“Director of Investigation and Enforcement”) within the Office of Securities, you will be responsible for overseeing and directing the work of a team of 5 investigators responsible for conducting investigations into possible violations of state securities laws. 

While no two days are the same, in this position you can expect to...

Direct Investigations

  • Direct and oversee investigative/enforcement staff including providing guidance on investigative approaches, negotiation of resolutions, and drafting of relevant documents.
  • Assure the efficient and timely investigation and resolution of complaints.
  • Analyze evidence to identify patterns of spending, additional accounts, entities or individuals to subpoena and potential co-conspirators or witnesses.
  • Provide expertise relating to complex and difficult financial investigations, including the development and preparation of investigative reports.
  • Interpret statutes, rules and orders and conduct necessary research to analyze findings and recommend action.

Resolve Cases

  • Draft administrative orders, consent agreements and other legal documents.
  • Negotiate resolutions of matters with attorneys representing targets of investigations.

Participate on Senior Management Team

  • Train and coach professional and support staff.
  • Assist in the development and implementation of agency policies and procedures.
  • Assist in the development and implementation of legislative and rulemaking initiatives.

Skills or knowledge required:

  • Ability to research and analyze applicable agency and industry laws, rules, regulations, policies and procedures.
  • Knowledge of investigative procedures and protocols.
  • Ability to develop effective working relationships with outside agencies.
  • Ability to engage in effective communication with staff, state officials and the public at large.

Minimum qualifications:

A combination of education, training and/or professional experience in securities regulation, financial services, accounting, investigations, or law which includes management or supervision experience. 

Preference will be given to those applicants:

 Preference will be given to those licensed to practice law in Maine and/or holding the designation of Certified Fraud Examiner.
