REQUEST FOR PROPOSALS

OKTODIG
Maine law requires anyone using power tools to penetrate the ground (including homeowners) to call 1-888-DIGSAFE (1-888-344-7233) three business days prior to digging, in order to notify all of Maine’s Dig Safe member utilities that own underground facilities in the area of the excavation so that they can mark their facilities. The Public Utilities Commission (Commission) maintains a supplemental directory of non-members. Currently, that directory is available via interactive application accessed by the telephone number 866.OKTODIG (866.658.6344). The application allows excavators to call a toll-free number, indicate alphanumerically the name of the town where the excavation will occur, receive a report listing non-member utility contact information, if any, and a message indicating whether the excavator must also call the Dig Safe system. The caller is also provided a call identification code.
The Commission provides the underlying data and makes final determinations on the overall design of the system’s functionality. The vendor will be responsible to produce applications that, at a minimum, have the same functionality as the current applications. Additionally, the vendor will be responsible for all aspects of system development, programming, operation, maintenance, and hosting.

Six (6) sealed copies of the proposal, along with one electronic copy, must be clearly marked “RFP-#200910533 OKTODIG” and delivered to: Division of Purchases, Burton M. Cross State Office Building, 111 Sewall St., 4th Floor, 9 State House Station, Augusta, ME 04333-0009 no later than 2:00 p.m. local time on November 17, 2009. Please note that only proposals actually at the 4th Floor of the Burton M. Cross State Office Building prior to the stated time will be considered. Applicants submitting proposals by mail are responsible for allowing adequate time for delivery. Proposals received after the 2:00 p.m. deadline, or sent to an address other than that stipulated, will be rejected, without exception.
