Quality of place initiatives need strong community leadership and partnering among public, private, and nonprofit sectors  and across interests  it means collaboration among the land trust community, downtown development interests, tourism operators, conservationists. Projects needs to embrace the full spectrum of assets that make up a region s quality of place. Think about it  it is usually not one thing that makes a place special, but a combination of qualities. A working waterfront adjacent to a historic downtown with an art museum, cafes and inns, with nearby public access to the coast for kayaking or recreational fishing, all surrounded by beautiful scenery  that s what going to provide economic opportunity. 2. Q of P efforts need to involve the people who understand the special qualities of the region and can see their market opportunity. 3. We also need to invest in order to realize the economic payoffs of our assets. Again, recognizing the need for partnerships, we must encourage not only public investment, but private and philanthropic. Many of our assets are physically crumbling, or we can t get to them, or they re being gobbled up by unplanned construction. Whether its an historic opera house, or a coastal waterway, or & we need to stop the erosion first, and then enhance them by combining them in new ways and marketing them. First, it calls for a state council, which is you to provide oversight and coordination. I will go over the duties of each of these more in a minute. Second, it takes advantage of the regional economic development structure already in place to provide administration and connections. There is so much going on right now at a regional scale. Regional economic development agencies are in charge of developing and implementing federal economic development strategies. They are involved in riverfront development, transportation corridor planning, and land use planning. They will have a large role to play should Congressman Michaud s plan for a Northern Border Regional Commission come to fruition. Several of them are working with Fairpoint who wants to make some investment to build up their customer base for Internet services. The COGs are perfectly positioned to understand all the links between these initiatives. The Governor s plan specifically names the six regional councils of government that are also designated as federal economic development districts. These are: AVCOG Midcoast Economic Development District in Rockland area EMDC for eastern and central Maine and Downeast KVCOG Northern Maine Development Commission Southern Maine Economic Development District  this encompasses both SMRPC and GPCOG Then, it prescribes regional quality of place councils; one for each of the six regions, but with provisions, for multiple councils or sub-regions for areas that are economically diverse or have a particularly distinct heritage separate from the larger region.
