NEPCOAT Overcoat Program
The State of Maine Department of Transportation, in furtherance of a NEPCOAT
Overcoat Program has entered into a contract with a protective coatings consultant
to administer and manage a protective coating overcoat program which consists
of; developing a detailed plan, soliciting product manufacturers, evaluating
existing coating, application of coating systems and evaluating the systems
over a three year period.
NEPCOAT is an affiliation of northeast states, Connecticut, Massachusetts, Maine, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont for the purpose of developing testing criteria of protective coating for use on highway bridge steel. The Overcoat Program is to comparatively test products to determine their performance under field conditions. The information will be used by the respective states to develop a qualified list of products. Payment for the work will be borne by the coating manufacturers that wish to have their products tested.
NEPCOAT has selected Corrosion Control Consultants and Labs (CCC&L) as the firm to manage the program. Four sites have been selected, two in Maine, one in Connecticut and one in Pennsylvania. The Maine sites are; Dunstan Maintenance Yard, Rte. 1, Scarborough and Farmington Maintenance Yard, Rte. 4 Farmington.
Gary Tinklenberg, President of CCC&L with an assistant, Bob Dozema, visited the field sites in the spring of 1999 in preparation of the testing. A general review of the salvaged steel beams and layout conditions was made during the initials visit. In late summer and early fall of 1999, CCC&L prepared the steel and applied the coatings. Thirteen overcoat products are being evaluated.
The program consists of applying protective coating systems on selected test
patches at each of the four sites; each system will be applied on four test
patches at each site. Each test patch will be approximately forty sq. ft. and
will have the following steel surface conditions: 1) sound, intact lead paint,
power washed and hand tooled cleaned SSPC-SP2; 2) surfaces cleaned by conventional
power tools, SSPC-SP3; 3) power tool cleaned, bare steel, SSPC-SP11 and 4)
bare steel with tightly adhered rust. Evaluation of the products will be based
in comparison with a control product, which will be applied at each site similarly
to the test products.
