What does the Enforcement Services Division investigate?
Complaints may include but are not limited to:
• private sales of motor vehicles
• the activity of licensed or unlicensed dealers,
• Title fraud,
• odometer fraud,
• identification fraud,
• insurance fraud,
• automobile identification,
• automobile theft, and
• miscellaneous consumer complaints.
Complaint Process
For the investigative process to begin you need to fill out a complaint petition. It is important to note that the complaint petition is intended for investigation purposes only and should not be used to file complaints about the operation of the Bureau of Motor Vehicles.
There are different complaint petitions depending on the nature of the complaint. The instructions for filing a complaint are listed below.
For all complaints, please include all the details regarding the complaint. Record the time and date of events to the best of your ability. Include statements made and witnesses to those statements. Attach any correspondence or certified return receipts you have, etc. You cannot put “too much” information in your complaint.
Your complaint is very important to us and will be acted upon as soon as possible. The detective assigned to your complaint will contact you at the appropriate time to discuss your complaint.
- Request for Catalytic Converter Assigned Identification Number
Maine law requires all detached catalytic converters be permanently marked with the vehicle identification number from the vehicle the catalytic converter was removed from.
If you are in possession of a catalytic converter that has been removed from a motor vehicle and the vehicle identification number of the motor vehicle from which the catalytic converter was removed cannot be identified or the catalytic converter is too damaged to mark in a permanent and legible manner, you can request that the Secretary of State assign a new identification number to the catalytic converter.

Augusta, ME 04333-0029- Complaints Regarding Private Sale Transactions
If you have a complaint regarding the purchase of a motor vehicle through a private sale transaction, a sale not involving a licensed dealer, please complete the Private Sale Complaint Form (PDF). This form must be printed and mailed because it requires the support of the following materials: the prior title (if available), a copy of the bill of sale, a completed title application (MVT-2), $33 title fee, a completed affidavit of ownership (MVT-55), a Vehicle Identification Number Inspection Form (MVT-10), and proof of contact attempts with the prior owner. All documents and the title fee must be submitted prior to the investigation of your complaint. The MVT-55 and the MVT-10 are provided as attachments to the complaint form. An application for a Maine certificate of title (MVT-2) is not available in a printable format. An MVT-2 can be obtained by contacting the Title Unit in Augusta or by visiting any of our motor vehicle branch office locations.
